TAWANG, Oct 29: Tawang this morning wore a deserted look with the markets closed
and scanty traffic on its narrow and winding roads. In fact, the whole of Tawang
had zeroed in at the Tawang Festival ground to have a glimpse and listen to the youth
icon of the Congress MP and son of Late Rajiv Gandhi, former Prime Minister of India
and heir to the Gandhi-

“Tashi Delek,” Rahul greeted Tawang to a thunderous applause.
Addressing a huge gathering of people of Tawang and tourists from outside, the AICC General Secretary, in chaste Hindi, said every single person of the country must be involved in governance to move ahead as a progressive country.
“If we don’t involve people of all walks of life, especially the backward class in the governance, our nation will not move ahead,” he said while informing about the national flagship programmes like MNREGA and SSA.
He added that such national flagship programmes gives opportunity to everyone of the country for better employment and livelihood.
Asserting that special attention is being given by the Government of India to Arunachal Pradesh, he said the mega PM’s package provided to the state is exceptional and no other state in India had received such a huge package in terms of funds.
“This clearly proves the keen interest of the Centre to see Arunachal at par with other developed states,” the young Gandhi said.
He expressed optimism that with implementation of the mega package Arunachal will see a new light of development with proper air, railway and road connectivity.

Lumla to Rangia via Tashigong (Bhutan) while stating that it will pave way for opening
up of border trade with Bhutan and also shorten the distance from Tawang to Rangia
by around 260 kms. He also sought Rahul’s cooperation in getting sanction for construction
of a short take-
“NHPC is doing survey and investigation for construction of a Tunnel road from Senge to Jang which will not only cut short a distance of about 60 kms but will also serve as all weather road which will help in easy movement of traffic and transporting heavy machineries for Hydro Power projects in Tawang”, he informed while seeking support for approval of this project by the Center.
Tourism Minister Pema Khandu in his welcome speech expressed the desire of people of Tawang to see Rahul for long and said the dream came true with his maiden visit. He expressed hope that Rahul would visit Tawang again in the future.

ITANAGAR, Oct 29: The biggest cricketing extravaganza of North East, the 3rd Yaja Waii Memorial (YWM) T20 Cricket Championship, is all set for a grand opening on November 21 at Seppa with MLA cum Chairman Sports Authority of Arunachal (SAA) Tapuk Taku unveiling the trophy before a hosts of dignitaries, public and media persons here today.
Speaking on the occasion, Taku said that organizing a mega sport event is the best way to remember the late mother. He lauded the chief patron for organizing such a big tournament in terms of prize money.
The organizing committee has kept a whopping Rs 5 lakh for the winner and Rs 2 lakh for the runners up team besides various individual prizes.
The tournament being organized in memory of late mother of the chief patron, Kumar Waii, Parliamentary Secretary Secretary (RWD) aims at encouraging and giving opportunity to cricket players to show their cricketing talent and skill. He called upon the participating teams from various districts, including the host teams, to maintain sportsman spirit while taking part in such tournament.

Director of Sports and Youth Affairs D.K Dinglow expressed the hope that the championship would provide a much needed platform for the upcoming cricketers of the state to expose their talents. Patron Kumar Waii informed that this year’s tournament would be the final edition
of the tournament. Disclosing the reason for dedicating the tournament in memory
of his late mother instead of father, Waii said, “In our tribal society, we identify
a person by his father’s name and title. But mothers just get lost in between”. The
Chief Patron also made it clear that his motive for organizing the tournament is
to encourage the youths towards cricket. Waii also assured full-

Advocates urged to give up professional misconduct

PASIGHAT, Oct 29: The East and Upper Siang District Bar Association (EUSDBA) celebrated its first ever general conference stressing to impart legal training to the rural people of the two Siang districts and creating legal awareness among the people of the state.
While explaining the objectives of the meeting, general secretary of the association Taber Tamuk urged the practising advocates to keep close coordination among them. He said the advocates should acquire practical knowledge and maintain the ethics and conducts.

discussed on various legal issues and topics, including ethics of serving advocates
and Advocates Act-
“Advocacy is a noble profession and so the serving advocates should maintain professional ethics in their conducts.”
Referring Advocates Act, 1961, Pertin said the advocates have right to protest any irregularity or misconduct in judicial process in any criminal cases. He discouraged charging of exorbitant fees from the clients.
Pertin, who has completed 10 years of the profession, was sharing his experience
with the junior advocates. According to him, serving advocates should work in united

Making an over view on the present scenario of Pasighat Additional District & Session Court, the Bar association functionaries revealed a number of alleged ‘irregularities’ and ‘illegal’ conducts reining in the court regarding prosecution of criminal cases.
Meanwhile, the association submitted complaint petition to the Chef Justice of Gauhati High Court demanding legal action against the alleged misconduct of the present AD&SJ of Pasighat.
WTP under threat due to encroachment
DAPORIJO, Oct 29: The Water Treatment Plant (WTP) and Storage Tank of 600000 litre capacity at Tanium Putu, which supplies water to entire Daporijo town, is under threat due to rampant encroachment.
The encroachment has reached such a stage that the 6 lakh litre capacity tank has been destabilized due to unauthorised earth cutting. Earth cutting has been done upto 5 metres of the tank while the earth has eroded away up to .50 metre from the tank structure on its downhill side. The tank is vulnerable to bursting as its natural support has been removed. It is precariously supporting itself by the strength of the RCC body it is constructed of. Not only is the tank at risk, but the main pipelines supplying the town with water too are at risk as the area around the pipelines have been cut away with the RCC posts supporting the pipelines hanging in the air.
The WTP was constructed in 1996-
According to records, complaints of encroachment have been received from 2007 onwards and eviction was carried out on May 18, 2007 and August 30, 2010.
The district Administration has warned the people that WTP sites are restricted areas and unauthorised encroachment/ trespassing is strictly prohibited at Tanium Putu. A Judicial order has been passed on October 25 last in which construction of any kind of building/ fencing and earth cutting without valid permission/ land allotment order is prohibited and strict legal action will be taken against violators of the order.

DC expresses concern over bad sanitation scenario
SEPPA, Oct 29: East Kameng Deputy Commissioner Tope Bam expressed serious concern over bad sanitation scenario at Seppa town and urged all town dwellers to come forward and join hand with DUDA in making Seppa town clean and hygienic.
Addressing a coordination meeting with officers and officials of DUDA, office bearers of various colonies and Bazarline on October 26, the DC cum chairman DUDA reiterated strict implementation of the executive order passed prohibiting pig rearing within the township.
While informing that construction of sanitary toilets is mandatory for all BPL families till appropriate arrangement is made, he discouraged Katcha toilets which directly discharge human excreta into the rivers, streams or nallahs.
He directed the Dy. Director of DUDA to follow up the estimate as submitted to the Govt. for construction of low cost toilet for BPL families. He appealed to the dwellers of Seppa town to keep their surroundings neat and clean for a healthy environment.

Darka village felicitates Class X toppers
AALO, Oct 29: The present trend to felicitate the meritorious students is a noble step to encourage the students to inculcate the spirit of competitiveness in them to excel in life, said West Siang Deputy Commissioner, Marnya Ete while attending the felicitation function of the first batch Class X toppers of Darka Secondary School on October 27.
“We are witnessing a period of transition among the young generation. And the role of teachers and administrators alone are not sufficient unless parental care is given to students,” Ete said.
Responding to the demand placed by Headmaster Eto Ete pertaining to fencing of the school compound and walling of the open school auditorium, he assured to look into the matter in due course of time.

GSU reiterates demand
ITANAGAR, Oct 29: Galo Students Union (GSU), in a release, informed that fund amounting to Rs.60 Lakh (Approx) has been sanctioned for construction of Multipurpose Community Hall at Donyi Polo Govt. College, Kamki by the office of Director of Higher and Technical Education.
While expressing gratitude to Education Minister for his initiative to get the fund released, GSU hoped that the Government would fulfill other demands of the union at the earliest.
The GSU has been demanding for creation of Lower Siang district, up gradation of District Hospital Aalo to General Hospital, infrastructure development of various schools, posting of sufficient teachers, establishment of Sainik school in West Siang district etc.

Doctors remove tumor from woman in health camp
ITANAGAR, Oct 29: A medical team led by Dr. Jego Ori, ENT specialist of Arunachal State Hospital, Naharlagun removed a tumor measuring 20cm X 10 cm from a patient’s neck during a two days free medical camp organized by Arunachal Pradesh Building and Others Construction Workers Welfare Board at remote Mengio circle in Papum Pare district on October 27 and 28.
Altogether 400 people, both registered workers and public, have benefitted from the health camp.
Relief materials were also distributed to the registered workers by officer incharge of the Board of Papum Pare district on behalf of Board Chairman Jalley Sonam.
The reliefs were provided on the nature of damage and assessment made by All Arunachal Pradesh Workers Union Papum Pare district unit President Paul Tath.
Fire victims get immediate relief
ZIRO, Oct 29: Padi Kumya wife of MLA Padi Richo along with Nima Drema, DRRO and Bazaar Committee members visited the site of fire accident at Hapoli and interacted with the affected families today. Kumya contributed few amounts to the affected families along with CGI sheets for their rehabilitation. Each family was also given Rs 2,700 by the district administration for immediate use.

Dream remains dream
Dear Editor,
Through the column of your esteemed daily, I write this to invite the kind attention
of the concerned political parties and authorities of the Nari-
It appears that the different political parties go into deep slumber after the election. They don’t seem to understand that renovation of said PWD Road is part of their duty. The bad condition of our village road makes us feel as if we are living in the fifteenth century. In every decent village there are tarred roads. But in the rainy season, our roads are full of slush and huge landslide. More particularly, EGO to PASIGHAT road is a lifeline of KADU village. This village is situated in between EGO and KOYU. There are more than 1200 peoples living in this village. The people of this village are compelled to carry the patient on their shoulder for medical treatment. Unfortunately most of the patients are not so lucky to reach the hospital for further treatment, due to lack of proper road transportation.
Last but not the least during my childhood I had a dream that one day I will come in my native village with my own vehicle. Alas!!!! My dream remains only in dream. I, therefore, on behalf of KADU village, request the concerned authorities to take immediate step for renovation of the said road. I am sure something could be done by your influence for a better tomorrow of this remote village.

Let’s save Hollock Gibbon

I was recently posted to Changlang Social Forestry Division as a Range Forest Officer Probationer. Though I was bit reluctant and concerned at the beginning, but after reaching here my concept changed gradually. I stayed in this beautiful Circuit House of Changlang till quarter was allotted to me. In these few days stay at Circuit House, I was surprised to see so many birds’ species around it. Parakeets, Bulbuls, Munias, Oriole, Minivets, and Thrush etc are few to be named. Within a short period, I was able to list around 50 different bird species in Changlang town, the count which only keeps on increasing with each passing day.
Early morning is one of my favorite times in Changlang, as it is the time when the only ape of India, Hollock Gibbons’s call can be heard by all the town dwellers. Few (probably) families of Gibbons are located in a small patch of forest in the heart of the town/main market. It is great to hear their calls every day, as it gives me the feeling of wilderness and a satisfaction that there is still some place for wild animals in this rapidly developing world, though for how long I am not sure. Unlike other areas, this part of forest near the main market still has almost untouched virgin forest cover. It may be due to the reasons that it is a Water Catchment Area and or that, it being a steep hill, is geographically inaccessible. It seems the Gibbons are confined to this relatively small patch of forest area due to habitat fragmentation. I am not sure if every morning they call to guard their territory against invaders or are a desperate SOS call for their rescue. Sadly, there is no any database about the faunal aspect of this division, even though it is blessed with the treasure of wildlife. Likewise, nothing is known about the Hoolock Gibbons near the main town, except for the knowledge of their presence.
A thorough research and field survey is necessary to, at least, create a database of Hoolock Gibbon, or even for the entire wildlife of the area. For this purpose, the Forest Department, Local people, NGOs and Research Institutes together could play a vital role. I have talked to my senior colleagues and they are more than willing to do their bid. T. Mali (R.F.O.) has recently engaged few locals to collect as much detail about the Gibbons as possible.
Though just a small step, but I hope it will lead to a never ending journey towards conservation of the only ape species of India, the Hoolock Gibbons in particular, and all other wildlife in general, in this small town of Changlang in near future, well before they end up being a dinner menu or their calls get overshadowed by the ever increasing traffic.

Spread of dengue, a cause for concern
In a major cause of concern for the health department, the cases of dengue are being
reported from various parts of the state. Altogether 165 blood samples collected
from various parts of the State have tested positive for dengue NS1-
People of Arunachal should also take their own precaution in this regard. Dengue fever is a disease caused by a family of viruses that are transmitted by mosquitoes. It is an acute illness of sudden onset that usually follows a benign course with symptoms such as headache, fever, exhaustion, severe muscle and joint pain, swollen glands. The presence of fever, rash, and headache (and other pains) is particularly characteristic of dengue. Other signs of dengue fever include bleeding gums, severe pain behind the eyes, and red palms and soles. Dengue can affect anyone but tends to be more severe in people with compromised immune systems. Because it is caused by one of the four serotypes of virus, it is possible to get dengue fever multiple times. However, an attack of dengue produces immunity for a lifetime to that particular serotype to which the patient was exposed. The state health department needs to carry out awareness about dengue so that people are alert to the situation.
